Management of Learner Tuition Fees with the School of Civil Celebrancy
Introduction
This policy relates to the management of learner tuition fees debt. In this context, learner debt relates to both self-fee paying and sponsored (contracted and non-contracted) learners.
Background
This policy is based on the premise that all learners have a sound financial plan in place when embarking on their studies.
It is recognised that if a learner has a significant overdue debt with the School of Civil Celebrancy and with little realistic prospect of being able to pay, it is not in the learner’s best interest to amass further debt without addressing the problem.
Scope
Debt in this policy relates to Tuition Fees only.
To apply a policy that is consistent in its approach and has the flexibility to recognise and respond to financial problems at the earliest opportunity.
Procedure
Due date(s) for payment and extensions may be considered at the School of Civil Celebrancy’s discretion where the cause of the debt is more likely to be delay than non-payment.
The School of Civil Celebrancy Directors, working with Fees, will proactively monitor debt and lead on the management of individual learners’ circumstances.
Alternate means will be sourced for those learners who accrue an unpaid debt. Being managed via a civil process.
APPENDIX 1
Guidance
Under normal circumstances, the School of Civil Celebrancy believes that a waiver of Tuition Fees could be considered unfair to learners who do pay, in full, within the School of Civil Celebrancy’s established payment terms. Both further extensions of payment terms and waivers adversely compromise the School of Civil Celebrancy’s ability to deliver the services required.
If the learner is allowed to continue their studies but not allowed to pass upon completion, they should be informed of this outcome. However, graduation would be allowed on clearance of debt.
Suspend
This limits the debt incurred to the point of suspension and may allow the learner time to clear their debt without detriment to their studies. It also allows learners to ensure they have sufficient funding in place for the re-commencement of their studies. However, any suspension should only be considered after a realistic assessment of any potential improvement in circumstances that are either within or outside the learner’s control.
No person shall be awarded a diploma or certificate unless he or she has paid the academic fees prescribed.
Terminate
When an existing issue exists over non-payment the learner concerned will be liable to a termination of their academic programme including the refusal of assessment.
Learners who have not made full payment of Academic or other fees for a programme at the School of Civil Celebrancy will not be permitted to enrol for another programme at the School of Civil Celebrancy until cleared funds have been received and the learner may be requested to provide advance payment in full for Academic Fees for the subsequent programme.
This policy will be reviewed every 12 months by the School of Civil Celebrancy Team.
