The School of Civil Celebrancy Learner Charter – IQA Sampling Strategy

Aim: 

The School of Civil Celebrancy became an NOCN Approved Centre in September 2023.

Aligned with NOCN quality standards, the centre is committed to having a transparent, fair,

robust and risk-based approach to its internal quality assurance monitoring.

To ensure high standards within assessment practises and decisions, this strategy sets out the

centre’s approach to internal quality assurance processes.

Alongside the sampling strategy an IQA sampling plan is produced annually.

This strategy is designed to provide a structured approach to monitoring and improving the quality

of assessment practices to ensure learners are assessed fairly, consistently, and in accordance

with qualification requirements.

It exists to:

  • review evidence produced by learners
  • ensure consistency and fairness in assessment practices
  • ensure assessment practices and judgements made are valid, reliable, authentic, sufficient and current
  • ensure Assessors are supported
  • ensure Assessors are provided with clear and appropriate feedback on assessment
  • ensure all assessment requirements are met to support safe and valid certification claims
  • use a risk-based method to systematically select assessment activities (e.g. portfolios,assignments) and assessor judgments

IQA Sampling:

Interim Sampling: a random sample of 25% of learners’ portfolios will be quality assured at different stages throughout their qualification, new assessors and complex modules will be included

Summative Sampling: 100% sample of learners’ portfolios will be quality assured to ensure the final assessment decisions align with qualification requirements

Risk Assessment: a risk-based approach is used to identify areas of higher risk (e.g. new assessors, complex modules) as well as medium and low risk banding (see below)

Observation: observation of assessment practices will be outlined in the annual

sampling strategy (and may include such areas as complex modules and new

assessment methods)

Documentation: all assessors and IQA’s will maintain a clear audit trail of sampling

activities and findings, using the Learner Portal

Feedback and Action Plan: IQA’s will provide feedback to assessors using the centre’s

QA documentation and develop a support plan to address any issues identified through

sampling

Standardisation meetings: IQA will hold regular standardisation meetings with

assessors to discuss common challenges and ensure consistency in assessment

practices (a minimum of 6 monthly with additional meetings for new qualifications to the

centre)

Risk Assessment – a risk-based approach to sampling:

For the first year of operation, the centre’s IQA will sample all assessors and all qualifications.

Eash Assessor will be included in the plan with a sample of 80% of each candidate’s work.

Following the first year of operation, the centre’s IQA will risk band each assessor and sample

their work accordingly:

High Risk

  • For new or inexperienced assessors or where there have been issues in prior sampling or

where there’s a lack of standardisation or CPD, a minimum sample of 50%

Medium Risk

  • For assessors with some experience or where there have been some actions in priorsampling or there is limited standardisation or CPD activity, a minimum sample of 25%

Low Risk

  • For experienced assessors, where standardisation and CPD is up to date, a minimumsample of 10%

For the second year of operation and if there are no areas of concern, the IQA will move to a medium risk sample for current assessor/s; this will be a 25% sample.

This policy will be reviewed every 12 months by the School of Civil Celebrancy Team.
